Bylaws for Minnesota Delta Epsilon Chi

Bylaw I Name:

Section 1. The official name of this division shall be the Minnesota Delta Epsilon Chi Division of DECA, a division of the Minnesota Association as defined in the 1966 Articles of Incorporation.

Bylaw II Membership:

Section 1. DECA will recognize individual membership in the Delta Epsilon Chi Division only through a chartered chapter. Each chartered chapter will consist of individual members or institutional members as defined by National DECA, Inc.

Section 2. Each chartered campus will govern membership eligibility. Members will be recognized as student members, professional members, alumni or honorary life members.

Section 3. Active members shall be students in post-secondary institutions with a career interest in management, and /or related fields. An active member must pay dues as established by the Minnesota Delta Epsilon Chi Division of DECA, and may be declared eligible to hold state office, to participate in competitive events or projects, to serve as a voting delegate or to otherwise represent his/her campus chapter in DECA affairs as may be approved by his/her campus chapter. All members of Minnesota Delta Epsilon Chi will be International DECA members

Section 4. Honorary life members may be individuals who have made or are making contributions to the field of marketing or management and to DECA, as may be approved by the Board of Directors of Minnesota Delta Epsilon Chi and shall be exempt from annual dues.

Section 5. The Board of Directors shall determine annual membership dues annually. The membership year shall be July 1 to June 30 inclusive.

Bylaw III Voting Delegates:

Section 1. The Delta Epsilon Chi Division of DECA will exercise its membership voting privileges through voting delegates. Three (3) voting delegates will be allowed each campus to represent 2/3 of the available total. The remaining 1/3 voting delegates will be apportioned to campuses according to their membership as a percentage of the total DECA membership in this division.

Section 2. Two (2) weeks prior to the annual meeting of this division the determination of apportionment of the additional voting delegates will be made according to reported membership.

Section 3. Voting delegates will be entitled to individual vote.

Bylaw IV State Officers

Section 1. Only active members of Minnesota Delta Epsilon Chi will be eligible for office in this division. A maximum of three (3) candidates per campus may be submitted. To be eligible as a candidate to run for state office, he/she must:

  • Have either a grade point of 2.5 or higher for the two most recent semesters or a 2.5 or higher accumulative grade point average based on an A letter grade being equivalent to 4.0
  • Complete the DECA Information Questionnaire
  • Submit the approved application, school transcript, resume, a letter of recommendation from a business professional and a letter of recommendation from the local advisor.

Section 2. Upon confirmation of the requirements identified in Section 1, and following a personal interview with each candidate, and after considering all other information available, the nominating committee will submit to the Executive Director a slate of not more than three candidates for each office.

Section 3. Election shall be by written secret ballot. The voting delegates will be allowed to cast an affirmative, negative or an abstention vote, such abstention counting neither for nor against the candidate. The president shall be elected by majority vote.

Section 4. State officers of the Delta Epsilon Chi Division of DECA may consist of a president and five vice presidents, and will be known collectively as the State Action Team of the Delta Epsilon Chi Division. The determination of vice president positions will occur during officer training. It shall be the duty of the State Action Team to represent, to act and to plan for the welfare for this division as occasions may demand.

Section 5. No individual may succeed him/herself as an officer and no individual may serve as an officer for more than one division. A vice president may run for the presidency with the recommendation of the Board of Directors.

Section 6. The Board of Directors may fill by appointment any vacancy occurring in the State Action Team for the unexpired term, except the office of president, which will be filled by the current Executive Vice President.

Bylaw V Duties of State Officers:

Section 1. President: It shall be the duty of the President of Delta Epsilon Chi/DECA to preside at all meeting of this Division; to make all necessary committee appointments including the designation of committee chairperson; to develop with her/his officer team a program of work for the term of office; to send a notice of the State Action Team meetings with agenda to all officers and any invited guests; solicit news items from the entire membership for the newsletter; to write at least one article per newsletter as directed by the Vice President of Promotions; keep in touch with the Central Region Vice President and the Partner States Presidents, to keep in touch with the State Action Team. The President shall serve as a member of the board of directors and will be available, as necessary, in promoting the general welfare of Delta Epsilon Chi/DECA. The President shall be the head-voting delegate at the National Career Development Conference. All voting delegate substitutions shall be appointed by the President. The President must submit a written report to the Board of Directors meeting, detailing duties, responsibilities, accomplishments and recommendation. All correspondence pertaining to the association must be filed with the Minnesota Delta Epsilon Chi Executive Director.

Executive Vice President: It shall be the duty of the Executive Vice President to serve in any capacity as directed by the President, to serve in the absence of the President at all meetings and functions; to attend all meetings of the State Action Team; to submit at least one article of news and/or interest for each edition of the newsletter; to be available in promoting the general welfare of Delta Epsilon Chi/DECA. The Executive Vice President shall be the Chairperson for any statewide projects for civic consciousness. The Executive Vice President must submit a written report to the Board of Directors for the year-end meeting, detailing duties, responsibilities, and accomplishments. All correspondence pertaining to the association must be filed with the Minnesota Delta Epsilon Chi Executive Director.

Vice President of Communications: It shall be the duty of the Vice President of Communications to serve in any capacity as directed by the President; to attend all meetings of the state action team and to record the proceedings of all meetings of the Minnesota Association and the state action team, to accumulate the minutes and/or membership reports necessary; to develop newsletter; to serve as Parliamentarian at meetings of the association and in promoting the general welfare of Delta Epsilon Chi/DECA. The Vice President of Communications must submit a written report to the Board of Directors for the year-end meeting, detailing duties, responsibilities and accomplishments. All correspondence pertaining to the association must be files with the Minnesota Delta Epsilon Chi Executive Director.

Vice President of Public Relations: It shall be the duty of the Vice President of Public Relations to serve this association in any capacity as directed by the President; to attend all meetings of the state action team; to serve as chairperson for the DECA Week Promotion and submit necessary paperwork to the national association documenting all activities; to assume responsibility for all activities involved in promoting Delta Epsilon Chi/DECA; to submit at least on article of the general welfare of Delta Epsilon Chi/DECA. The Vice President of Public Relations must submit a written report to the Board of Directors for the year-end meeting, detailing duties, responsibilities, and accomplishments. All correspondence pertaining to the association must be filed with the Minnesota Delta Epsilon Chi Executive Director.

Vice President of Business Partnerships: It shall be the duty of the Vice President of Business Partnerships to serve this association in any capacity as directed by the President; to attend all meetings with the state action team; to assist with the recruiting and retention of Business Partners; to submit at least one article of news and/or interest for each edition of the newsletter; to be available in promoting the general welfare of Delta Epsilon Chi/DECA. The Vice President of Business Partnerships must submit a written report to the Board of Directors for the year-end meeting, detailing duties, responsibilities, and accomplishments. All correspondence pertaining to the association must be filed with the Minnesota Delta Epsilon Chi Executive Director.

Bylaw VI Finances:

Section 1. The Board of Directors of Minnesota Delta Epsilon Chi will manage all said divisions finances.
